IMPORTANT NOTICE

TO ALL ACTIVE, INACTIVE AND RETIRED MEMBERS OF
THE WATERTOWN CONTRIBUTORY RETIREMENT SYSTEM

Pursuant to Massachusetts General Laws Chapter 32, section 20 (4)(b), and 840 Code of Massachusetts Regulations 7.00, the Watertown Retirement Board shall be required to conduct an election of the Elected Member’s position on the Watertown Retirement Board, currently held by Domenic “Duke” Arone The process will be as follows:


ELIGIBLE CANDIDATE: Members active in or retired from the Watertown Contributory Retirement System are eligible to run for the Elected Member’s position. Members inactive have the right to vote in board elections, but do not have the right to serve in the Elected Member’s position.

TERM: The 3-year term will begin on October 16, 2025 and expire on October 15, 2028.

NOMINATION PAPERS: Nomination Papers may be secured (by appointment) at the office of the Watertown Retirement Board (or by written request) beginning
on Friday, July 18, 2025 to be returned no later than 5:00 PM on Monday, August 18, 2025.

BALLOTS: If necessary, Ballots will be mailed to all active, inactive and retired members of the Watertown Contributory Retirement System on or about Tuesday, September 05, 2023.
Returned Ballots shall be postmarked no later than Thursday, September 18, 2025.

COUNTING: Envelopes will be opened and ballots counted on Tuesday, October 07, 2025.

PROHIBITIONS: Under 840 Code of Massachusetts Regulations 1.03, no individual who has been convicted of robbery, bribery, extortion, embezzlement, fraud, grand larceny, burglary, arson, a felony violation of state or federal law defined in Section 102(a) of the Comprehensive Drug Abuse Prevention and Control Act of 1970, murder, rape, kidnapping, perjury, assault with intent to kill, any crime described in Section 9(a)(1) of the Investment Company Act of 1940 (15 U.S.C. 80a-9(a)(1)), a violation of Section 302 of the Labor-Management Relations Act, 1947 (29 U.S.C. 186), a violation of Chapter 63 of Title 18, United States Code, a violation of Section 874, 1027, 1503, 1505, 1506, 15l0, 195l, or 1954 of Title l8 United States Code, a violation of the Labor-Management Reporting and Disclosure Act of 1959 (29 U.S.C. 401), any felony involving abuse or misuse of such person's position or employment in a labor organization or employee benefit plan to seek or obtain an illegal gain at the expense of the members of the labor organization or the beneficiaries of the employee benefit plan, or conspiracy to commit any such crimes, or a crime in which any of the foregoing is an element or has been found by the Public Employee Retirement Administration Commission or any court to have violated his/her fiduciary duty or has been found by the Ethics Commission or any court to have violated M.G.L. c. 268A, shall be permitted to serve as a member of a retirement board.

This information is not intended as a substitute for the Massachusetts General Laws nor will its’ interpretation prevail should a conflict arise between its’ contents and MGL Chapter 32. Rules governing retirement benefits are subject to change periodically either by statute of the Massachusetts Legislature or by regulation of the Watertown Retirement Board.

There are 104 contributory retirement systems for public employees in Massachusetts. A retirement board governs each system. All boards operate independently however, they are bound together under one retirement law; Massachusetts General Law, Chapter 32.

All 104 retirement systems are overseen by the Public Employee Retirement Administration Commission (PERAC).
